VISION STATEMENT
Celebrating 27 years of service in Flint and Genesee County.
IARC looks to the future.
In the year 2007, IARC is recognized statewide as the eminent
center for assessment, referral and case management for all
human service needs. In the 21st Century:
Business, government, educational and human services agencies
collaborate with IARC to provide easy assess for clients in
need of human services.
IARC is a catalyst and forum for influencing legal and social
issues that affect the health of the community.
IARC is a partner with other community organizations in bringing
in resources and solving community problems.
IARC has the financial self-sufficiency necessary for flexibility
and independence in program planning and service delivery.

Design and implement an intensive public relations
campaign to spotlight IARC's vision, mission, history and
service to the community and state.

- Develop key strategies to promote IARC's position in the
county and state.

- Reach clarity and consensus with Board and Staff about
vision, mission and goals for IARC
- Initiate informal discussion with community leaders
to gain community perspective of IARC.
- Elicit public relations expertise to define key strategies
for a public relations campaign.

- Re-design and publish agency brochure that attracts
a culturally and age diverse population and promotes
the expertise of staff, effectiveness of service and

to community groups.
- Promote awareness of the agency through special events

healthy working relationships with various community agencies.
Short Term Strategies

- Develop a closer working relationship with substance abuse
agencies funded by the Coordinating Agency by fostering
interdepency.
- Meet with each Executive Director and Clinical Supervisor
of each county funded substance abuse treatment agency
to obtain input for improving the referral process.
Systematically invite these agencies to present up-to-date
program information at IARC staff meetings.
- Expand the IARC network to include 5 more referral
agencies in 6 months and meet their key people.
- In 12 months expands the IARC network further to include
at least 20 agencies.
- The Executive Director of IARC will make personal
calls to each of these agencies at least once in six
months to increase the quality of the working relationship.
- Involved as many agencies as possible when advocating
any system's change to improve services to clients.
- Work with Chief Judges of the Circuit, 67th, 68th and
Probate Courts to renew letters of agreement and redefine
the relationship with IARC.
- Increase efficiency of communication with court personnel,
i.e. scheduling appointments, sending assessments, informing
courts of the status or payments by the clients.
- Provide ongoing training to judges and court personnel
on substance abuse assessments, level of care criteria,
resources in the community and regulations and mandates
that IARC needs to adhere to.
- Recruit a judge to serve on the Board of IARC.
- Board and staff to participate in community agency governing
boards, advisory board and action groups.
- Form a community relations committee with staff.
- Target a minimum of five new human service agencies/action
groups for IARC to get involved in and serve as members
on their committee/boards, etc.
- Participate on a regular basis in the activities of
these groups to facilitate a healthier community.
VISION IV / GOAL IV
Financially stable even in the midst of systems change at
the state/county and city level.
Long Term Strategy
3-5 years
Seek and secure funds/contracts through at least three different
funding sources that are substantial enough to secure the
functioning of the agency.
Short Term Strategy
1-2 years
Action Steps 97-99
- Negotiate with the court contracts for providing substance
abuse assessments.
- Talk with Bureau of Substance Abuse Services staff
to get the state's agendas for project.
- Meet with the chief Judges of 67th and 68th District
Courts. Discuss and negotiate letters of agreement/contracts.
- Seek the assistance of Board members and the 67th
and 68th District Court judges to enter into contracts
with Probate Court and Circuit Court.
- Engage Judges in voicing the need for independent
assessment of substance abuse clients.
- Investigate and secure contracts with businesses to provide
services to meet Department of Transportation rules for
substance abuse evaluations on employees in safety sensitive
positions.
- Involve Board members in identifying business and
business decision makers to discuss possible contracts
for providing substance abuse services involved in businesses
to follow D.O.T. regulations.
- Educate judges in Genesee County regarding state's
agenda for treatment of substance abuse clients coming
through the Criminal Justice System.
- Develop Employee Assistant Programs and market them
- Work with HMO's to provide unbiased substance abuse evaluations
that will assist them in placing their clients in appropriate
substance abuse treatment.
- Investigate possibility of collaborating with Community
Mental Health.
